From a design perspective, the removal of architectural barriers is a regulatory requirement. But it also has a social dimension, as it aims to make public and private buildings accessible to people with disabilities.
Law, regulations and exemptions
Architectural barriers hinder people’s freedom of movement or severely limit their ability to walk, for example, due to narrow sidewalks or steep ramps. To eliminate architectural barriers in buildings, condominiums, streets, and squares, the appropriate authorities are required to implement the necessary construction measures.
The legislation governing the removal of architectural barriers is linked to Law No. 13 of 1989 and Presidential Decree No. 503 of 1996 and is based on several fundamental concepts:
Accessibility – The ability to access every internal and external space of the building independently and in complete safety.
Visibility – The ability to access a building’s social spaces, i.e., those where the building’s functions are performed.
Adaptability – The ability to modify the space to make it visitable or accessible, without significant structural changes, based on current or future needs. Newly constructed homes and spaces must meet the adaptability requirement. In this regard, the professional must submit a report demonstrating compliance with the requirement.
