Safety on construction sites is regulated by the Consolidated Law on Safety (Legislative Decree 81/2008). Specifically, Title IV concerns temporary or mobile construction sites. These are defined as places where construction, maintenance, repair, demolition, renovation, transformation, and renewal activities are carried out.
Construction site safety: the roles
The Consolidated Law on Safety also regulates the roles and responsibilities of each party involved. The employer, for example, is required to draft an Operational Safety Plan (POS). The construction site safety manager, on the other hand, is responsible for planning and organizing safety on the construction site. The roles involved in construction site safety must be determined in advance.
Prevention and intervention
There are two types of interventions that can be implemented: prevention (reducing risk) and protection (appropriate measures for the workers involved). They can be summarized as follows:
- Organizational and operational procedures
- Collective prevention and protection techniques
- Provision of adequate personal protective equipment
- Information and training activities
In this regard, the site manager is required to draft regulations that clearly define the collective protection systems and devices (CPD) to be used during the various work phases. The employer, on the other hand, is required to select the most suitable work equipment to ensure and maintain safe working conditions, such as fixed scaffolding, guardrails, and nets.
